Local Resources As cold weather sets in, AARP Kentucky is encouraging members who have a hard time paying their utility bills to apply for help with heating costs. Community Action Kentucky, a nonprofit organization, manages the Low-Income Home Energy Assistance Program, which provides eligible households with about $150 a year on average to help pay for home energy costs.
