Volunteering | Wisconsin Today we are thrilled to announced that Joel Rubin, 65, of Allouez (Green Bay area), has been appointed to a two-year term on our AARP Wisconsin Executive Council. The appointment was made by AARP Wisconsin State President Dave Stella. Joel (pictured) was a social worker for over 30 years in Milwaukee and in Northeast Wisconsin.
