Finding an affordable place to live in Vermont can be challenging, but thanks to an innovative partnership between the State of Vermont and the Vermont State Housing Authority (VSHA), more Vermonters now have access to high-quality, energy-efficient housing. Through an Executive Order from Governor Phil Scott, a new program is providing brand-new, high-efficiency mobile homes at a discounted price to households earning below 140% of the Area Median Income (AMI).
This initiative represents a significant step forward in addressing Vermont's affordable housing crisis. With an average price of less than $100,000, these homes are an attainable option for many families, older Vermonters, and individuals looking for stable, energy-efficient housing.

These mobile homes aren’t just affordable—they’re also designed with sustainability in mind. Each unit is built to high-efficiency standards, helping homeowners save on energy costs while reducing their carbon footprint. A Growing Program
The program’s current inventory includes 34 homes already placed and available to qualifying Vermonters. But this is just the beginning. By June 30, 2025, the goal is to have 100 homes placed throughout Vermont, providing even more residents with the opportunity to enjoy the benefits of energy-efficient, affordable housing.
