Top 10 Scams from the IRS -- Community Education Presentations Offered

Every 2 seconds someone's identity is stolen!  Sadly, older Vermonters are being targeted in great numbers. AARP Vermont and the Fraud Watch Network are working across Vermont to give you information and tools to protect yourself and your family from these cons.  Free informational forums are being offered to community groups, senior centers, libraries, residential facilities and other organizations upon request.  If you are interested, contact Elliott Greenblott at 802-254-4489 or egreenblott@aarp.org.


Here's a look at the latest scams:



1. Scammers Change Tactics

Aggressive and threatening phone calls by criminals impersonating IRS agents remain a major threat to taxpayers, but now the IRS is receiving new reports of scammers calling under the guise of verifying tax return information over the phone.

The latest variation being seen in the last few weeks tries to play off the current tax season. Scam artists call saying they have your tax return, and they just need to verify a few details to process your return. The scam tries to get you to give up personal information such as a Social Security number or personal financial information, such as bank numbers or credit cards.

2. W-2 Scam Targeting Payroll and Human Resources Professionals

Payroll and human resources professionals should be aware of an emerging phishing email scheme that purports to be from company executives and requests personal information on employees. The email contains the actual name of the company chief executive officer. In this scam, the "CEO" sends an email to a company payroll office employee and requests a list of employees and financial and personal information including SSNs.

3. E-mail, Phishing and Malware Schemes

The IRS has seen an approximate 400 percent surge in phishing and malware incidents so far in the 2016 tax season.

The emails are designed to trick taxpayers into thinking these are official communications from the IRS or others in the tax industry, including tax software companies. The phishing schemes can ask taxpayers about a wide range of topics. E-mails can seek information related to refunds, filing status, confirming personal information, ordering transcripts and verifying PIN information.

Variations of these scams can be seen via text messages, and the communications are being reported in every section of the country.

When people click on these email links, they are taken to sites designed to imitate an official-looking website, such as IRS.gov. The sites ask for Social Security numbers and other personal information, which could be used to help file false tax returns. The sites also may carry malware, which can infect people's computers and allow criminals to access your files or track your keystrokes to gain information.

4. IRS-Impersonation Telephone Scam

An aggressive and sophisticated phone scam targeting taxpayers, including recent immigrants, has been making the rounds throughout the country. Callers claim to be employees of the IRS, but are not. These con artists can sound convincing when they call. They use fake names and bogus IRS identification badge numbers. They may know a lot about their targets, and they usually alter the caller ID to make it look like the IRS is calling.

Victims are told they owe money to the IRS and it must be paid promptly through a pre-loaded debit card or wire transfer. If the victim refuses to cooperate, they are then threatened with arrest, deportation or suspension of a business or driver's license. In many cases, the caller becomes hostile and insulting. Or, victims may be told they have a refund due to try to trick them into sharing private information. If the phone isn't answered, the scammers often leave an "urgent" callback request.

Note that the IRS will never: 1) call to demand immediate payment, nor will the agency call about taxes owed without first having mailed you a bill; 2) demand that you pay taxes without giving you the opportunity to question or appeal the amount they say you owe; 3) require you to use a specific payment method for your taxes, such as a prepaid debit card; 4) ask for credit or debit card numbers over the phone; or 5) threaten to bring in local police or other law-enforcement groups to have you arrested for not paying.

5. Tax Preparer Phishing Scam

A bogus email asks tax professionals to update their IRS e-services portal information and Electronic Filing Identification Numbers (EFINs). The links that are provided in the bogus email to access IRS e-services appear to be a phishing scheme designed to capture your username and password. This email was not generated by the IRS e-services program. Disregard this email and do not click on the links provided.

6. Email Phishing Scam: "Update your IRS e-file"

The IRS has been alerted to a new email phishing scam. The emails appear to be from the IRS and include a link to a bogus web site intended to mirror the official IRS web site. These emails contain the direction "you are to update your IRS e-file immediately." The emails mention USA.gov and IRSgov (without a dot between "IRS" and "gov"), though notably, not IRS.gov (with a dot). Don't get scammed. These emails are not from the IRS.

Taxpayers who get these messages should not respond to the email or click on the links. Instead, they should forward the scam emails to the IRS at phishing@irs.gov.

The IRS does not initiate contact with taxpayers by email to request personal or financial information.

7. Tax Scams

Don't fall victim to tax scams. Remember -- if it sounds too good to be true, it probably is.

Education is the best way to avoid the pitfalls of these "too good to be true" tax scams.

8. Phony Arguments

No matter how some things are sliced, they're still baloney. This IRS.gov exclusive addresses some of the more common false legal arguments made by those opposed to compliance with the federal tax laws. Each contention is briefly explained, followed by a discussion of the legal authority that rejects the contention. The second section deals with frivolous arguments encountered in collection due process cases. The final section illustrates penalties imposed on those pursuing frivolous cases.

9. Identity Theft Scams

The IRS has issued several consumer warnings about the fraudulent use of the IRS name or logo by scamsters trying to gain access to consumers' financial information in order to steal their identity and assets. Scamsters will use the regular mail, telephone, fax or email to set up their victims. When identity theft takes place over the Internet (email), it is called phishing.

The IRS does not initiate taxpayer communications through email. Unsolicited email claiming to be from the IRS, or from an IRS-related component such as EFTPS, should be reported to the IRS at phishing@irs.gov.

Additionally, clicking on attachments to or links within an unsolicited email claiming to come from the IRS may download a malicious computer virus onto your computer.

10. The IRS will NEVER:

-Call to demand immediate payment over the phone, nor will the agency call about taxes owed without first having mailed you several bills.
-Call or email you to verify your identity by asking for personal and financial information.
-Demand that you pay taxes without giving you the opportunity to question or appeal the amount they say you owe.
-Require you to use a specific payment method for your taxes, such as a prepaid debit card.
-Ask for credit or debit card numbers over the phone or e-mail.
-Threaten to immediately bring in local police or other law-enforcement groups to have you arrested for not paying.
