The State of Delaware has eliminated the Senior Prescription Assistance Program due to cuts in the budget approved this past July. The State sent a letter to each senior who had been receiving assistance through the program, telling them the program was ending. The letter also explained that seniors who were losing the state benefit had the option to switch to a Part D prescription plan with a lower premium.

Many people who lost this state benefit are also eligible for federal Low Income Subsidy (LIS) benefits, which can help cover the costs of Medicare Part D premiums. • Why is DPAP ending?  

The Governor and Legislature eliminated the program in the 2018 budget.

• I cannot afford my Medicare Part D premiums.   

You can change your Part D plan to a lower premium one by calling Medicare 1-800-633-4227.  Tell them you are currently enrolled in a Qualified State Pharmaceutical Assistance Program (SPAP).

• Why can I change my Medicare Part D plan outside of the November Annual Enrollment Period (AEP)?
  • You belong to a Pharmacy Assistance Program provided by your state.
  • You are losing or lost your participation in a Pharmacy Assistance Program provided by your state.
  • If you are a QMB/SLIMB you may change once a month outside of the AEP.
• When will my last Medicare Part D premium be paid by DPAP? DPAP will pay the August premium. You will be responsible for the premium payment effective September 1, 2017 and ongoing.

NOTE: If you are currently assessed a Late Enrollment Penalty you will be responsible for this amount as well.

• How will I pay for medications when in the donut hole or coverage gap? Contact your doctor/pharmacy for alternative solutions.
• Do I have to pay the deductible for this year? If you have had drug claims already for the year, the DPAP has been paying your share. Check with your Part D plan and ask for your current status.  The question would be have I met my deductible for the year.
• How do I know if my medications are covered by the plan? You can review the plans drugs by using the link at Medicare.gov
