AARP Illinois Statement on Signing of Digital Asset Kiosks Act

Statement from AARP Illinois State Director Philippe Largent on the Signing of SB 2319:

“On behalf of AARP Illinois and our 1.7 million members across the state, I want to extend our sincere thanks to Governor JB Pritzker for signing Senate Bill 2319 into law. This landmark legislation, the Digital Asset Kiosks Act, represents a major step forward in protecting Illinois consumers, especially older adults, from fraud and abuse in the rapidly evolving digital asset marketplace.

We are especially grateful to the Illinois Department of Financial and Professional Regulation (IDFPR) for their leadership in crafting and supporting this legislation. Their commitment to consumer protection and regulatory innovation ensures that Illinois remains at the forefront of financial safety and transparency.

We also want to recognize and thank the legislators whose leadership made this bill possible, Senator Laura Ellman and Representative Curtis Tarver, II, as their tireless advocacy helped deliver a comprehensive framework that includes transaction limits, mandatory disclosures, registration requirements, and refund protections for victims of fraud.

This legislation is a critical step in preventing fraud before it happens—by ensuring that digital asset kiosks are now regulated and held to clear standards. And if someone does fall victim to fraud, SB 2319 provides safeguards to help them seek refunds and recover their losses. These protections will bring greater peace of mind to consumers and help build trust in emerging financial technologies.
