Protecting Housing Stability; AARP Fights for the Right to Counsel

Housing in Massachusetts is among the most expensive in the nation, and for many older residents, the threat of eviction can mean losing not just a home, but a sense of security and community. That’s why AARP strongly supports Senate Bill No. 968 – An Act Promoting Access to Counsel and Housing Stability in Massachusetts.

AARP sent a letter to the chairs of the Joint Committee on Housing, Sen. Julian Cyr (D- Cape and Islands) and Rep. Richard Haggerty (D-Woburn) supporting the legislation.

This legislation would establish a right to counsel for low-income individuals facing eviction, ensuring that those most vulnerable have access to legal representation.

"Strengthening access to legal resources before a court eviction can prevent families from becoming homeless, prevent illegal or unnecessary evictions, prevent displacement, and create a path to housing stability," Jen Benson AARP Massachusetts State Director says in the letter. AARP also recommends strengthening the bill by:

  • Requiring background and conflict checks for organizations providing legal assistance.
  • Mandating annual reporting by the Massachusetts Legal Assistance Corporation to improve oversight and transparency.
  • Securing dedicated state funding, leveraging programs like the Emergency Rental Assistance Program for initial support.

AARP believes stable housing is essential for health, financial security, and aging with dignity that’s why we are urging lawmakers to favorably pass Senate Bill 968 and protect the rights of Massachusetts residents.
