Alabama Removes State Sales Tax on Adult Diapers, Easing Burden on Caregivers

Montgomery, AL – Alabama caregivers and families will see immediate financial relief thanks to House Bill 152 (HB 152), which officially removes the state’s 4% sales tax on adult diapers and other essential health and hygiene products. The legislation, signed into law by Governor Kay Ivey, went into effect on September 1, 2025, and is expected to have a significant impact on household budgets and caregiving costs across the state.

HB 152 exempts a wide range of products from state sales tax, including:

  • Adult and baby diapers
  • Baby formula and wipes
  • Breastfeeding supplies
  • Maternity clothing
  • Menstrual hygiene products

Local governments may also opt to extend the exemption to county and municipal sales taxes, further increasing savings for Alabama families. At this time, the state sales tax exemption is scheduled to last for three years, through August 31, 2028.

Supporting Caregivers and Families

Adult diapers are a necessity for many individuals with disabilities, seniors, and those with chronic medical conditions. Until now, Alabama taxed these items as luxury goods, placing an undue burden on caregivers—many of whom are unpaid family members. HB 152 acknowledges the critical role caregivers play and the importance of supporting their work with practical policy solutions.

“This legislation is a win for caregivers and a step toward recognizing the dignity and health needs of our most vulnerable residents,” said Candi Williams, AARP Alabama State Director. “Removing the sales tax on incontinence products is not just about saving money—it’s about supporting families and improving quality of life.”
