AARP 2024 Missouri Legislative Session Wrap-Up

The 2024 Missouri Legislative Session was punctuated by divisions in the Missouri Senate. The Conservative Caucus had been disbanded, but seven of the previous members joined the national Freedom Caucus and organized as a sub-caucus in the Majority. As early as January, these State Senators held up every measure, including the Federal Reimbursement Allowance – a voluntary tax on health providers that accounts for over $4 Billion in state and federal dollars – which was the top priority for the Senate Leadership.

It was within this contentious environment that the record for the longest filibuster in the history of the Missouri Senate was set by the now diminished five members of the Freedom Caucus to force a vote on a constitutional amendment to make it nearly impossible to amend the State Constitution in the future, only to be surpassed a few weeks later when the Minority Caucus held the floor for over 50 hours in opposition to the very same measure.
