Two hearing sessions will be held:
Morning: 10:00 a.m. – 1:00 p.m.
Evening: 4:00 p.m. – 8:00 p.m.
Before the Hearing
When you arrive at the hearing, you will first need to sign in at the registration table. This step is essential if you wish to speak.
- Provide your name and address.
- Indicate “YES” if you want to testify.
- Please note: if you do not sign in with “YES,” you will not be allowed to testify.
You may also find additional materials about the case at the sign-in table to help guide your comments.
During the Hearing
The Chairperson will open the proceeding by introducing the Commissioners and then turn the floor over to the Advisory Attorney. The Advisory Attorney will explain the hearing process and provide important ground rules, including:
- The purpose of the hearing and how public input fits into the decision-making process.
- The law prohibits asking questions directly to Commissioners.
- You may ask questions of the Company, Intervenors, or the Office of Regulatory Staff (ORS) only during breaks or after the hearing.
- Each person will have a three-minute time limit to testify.
- Public witnesses may be questioned by attorneys for the Company, Intervenors, ORS, or the Commission itself.
When You Are Called to Testify
Witnesses will be called in the order they signed up. Each person will be asked to:
- Be sworn in or affirmed.
- State their name and address for the record.
- Deliver their statement clearly within the three-minute limit.
You may bring exhibits such as documents or photos, but remember these can be challenged by attorneys for the other parties.
Key Reminders
Public participants, known as protestants, are not considered parties of record. This means:
- You do not have the right to cross-examine witnesses.
- You do not have the right to appeal the decision.
Instead, your role is to share your perspective with Commissioners. To make your testimony effective:
- Speak from your own experience.
- Keep your remarks concise and focused.
- Respect the time limit so everyone has an opportunity to be heard.
