AARP, a nonprofit, nonpartisan organization, is dedicated to empowering people aged 50 and older to choose how they live as they age. With a strong presence in California, AARP advocates for policies that improve the lives of older adults and their families. Our advocacy work focuses on issues such as housing, long-term care, caregiving and financial security.
This year, AARP California is prioritizing six key bills that address critical needs in our communities. Below you will find a brief description on these bills and actionable steps you can take.
AARP California 2025 Priority Bills
1. AB 609 (Wicks) - Streamlining Multi-Family Housing
AB 609 aims to address California's housing crisis by streamlining the development of multi-family housing in urban infill areas. This bill defines such housing as environmentally beneficial, promoting walkable, public transit-friendly communities. AARP supports AB 609 because it will increase housing supply, lower costs, and create more affordable living options for older adults.
2. SB 677 (Wiener) - Housing Permit Streamlining Omnibus
SB 677 seeks to improve the implementation of previous housing legislation by addressing barriers to building more housing, including Accessory Dwelling Units (ADUs). AARP supports this bill as it aligns with our policy goals of removing regulatory obstacles and increasing the availability of safe, affordable housing for people of all ages.
3. SB 607 (Wiener) - California Environmental Quality Act: Categorical Exemptions
SB 607 facilitates the approval of infill residential development projects by expanding local agency approval standards and expediting review processes. AARP supports this bill because it addresses the severe housing shortage and regulatory barriers that hinder housing production, benefiting older Californians who are disproportionately affected by housing instability.
4. SB 590 (Durazo) - Expanding Paid Family Leave
SB 590 allows California workers to receive Paid Family Leave (PFL) benefits when caring for a "designated person" who is a member of their chosen or extended family. AARP co-sponsors this bill as it reflects the changing nature of American families and provides essential support for caregivers, many of whom provide care for older loved ones.
5. SB 79 (Wiener) - Transit-Oriented Development
SB 79 promotes the development of housing near transit, reducing transportation and housing costs while lowering pollution. AARP supports this bill because it fosters walkable, transit-oriented communities that are livable for people of all ages.
6. AB 1167 - California Ratepayer Protection Act
AB 1167 ensures accountability and transparency in how investor-owned utilities spend ratepayer dollars by keeping costs related to lobbying and promotional activities out of energy bills. AARP supports this bill as it protects consumers, including older adults, from unnecessary financial burdens.

Getting involved with AARP advocacy is a great way to make a difference in your community and support issues that matter to older adults. Here are some ways you can participate:
1) Become an AARP email activist (e-activist): Becoming an e-activist is one of the easiest ways to get involved. You'll receive emails with information on how to act on important issues, such as contacting your legislators or participating in online campaigns.
