Update: Florida Power & Light (FPL) Proposed Settlement – What It Means for You

On August 20, 2025, Florida Power & Light (FPL) and several large business and industry groups announced a proposed settlement agreement in the ongoing FPL rate case.

If approved by the Florida Public Service Commission (PSC), this settlement would:

  • Increase rates by $945 million in 2026 and $766 million in 2027.
  • Allow additional increases in 2028 and 2029 tied to solar and battery storage projects.
  • Set FPL’s profit level (Return on Equity) at 10.95%—still higher than the national average of 9.6%.
  • Under the proposed settlement, customers using 1,000 kWh per month (common industry standard) will see higher bills, though the national average is closer to 1,200 kWh with the Florida average reaching 1,743 kWh per month, meaning most households will experience a larger increase.

Why Consumers Should Be Concerned

While FPL calls this agreement a “win for all customers,” the truth is residential customers were left out of these settlement talks. None of the official consumer advocates—including the Office of Public Counsel, whose role is to represent customers—were at the table. Instead, big businesses and corporate interests struck the deal behind closed doors.

This means:

  • Every day FPL residential customers are still on the hook for billions in rate hikes.
  • Corporate profits remain prioritized over consumer protections.
  • Transparency and fairness are at risk, with much of the data and testimony shielded from the public.

What Happens Next

The PSC is expected to hold a public hearing this fall to determine whether the settlement should be approved. AARP Florida strongly urges that residential consumers have their voices heard before any decision is finalized.

  • Advocate on behalf of residential customers, especially older Floridians on fixed incomes.
  • Push for reforms, like Senator Don Gaetz’s legislation, to restore transparency and accountability in utility rate making.
  • Fight excessive rate hikes and ensure Floridians aren’t forced to pay more while big businesses get special deals.

UPDATE On February 28, 2025, Florida Power & Light (FPL) filed a base-rate increase proposal with the Florida Public Service Commission (PSC) to significantly raise customer bills over the next four years.

More than 12 million Florida residents face the largest electric rate increase in U.S. history, with potentially steep hikes in their utility bills. FPL is proposing an increase that will impact many Floridians, especially seniors on fixed incomes.

FPL is also requesting up to 11.9% allowable profit or Return on Equity (ROE)—far exceeding the national average of 9.5%.

  • 20% increase of the residential monthly minimum base bill from its current level of $25 to $30 monthly for all residential customers. This is an additional increase in the amount customers must pay, even if their individual billing components are less than $30.
  • The rate case does not consider other costs passed on to customers, such fuel surcharge increases, nuclear cost recovery, environmental and energy charges, storm hardening and storm restoration recovery charges. The base rate increase is on top of all of these.
